The Government updates the telephone numbering of machine-to-machine (M2M) services to avoid premature exhaustion of mobile numbers

The Ministry for Digital Transformation and the Civil Service has today published a resolution stating that from July 1, 2026, Machine to Machine (M2M) services will have to use a 13-digit number starting with code 59 and will not be able to use conventional mobile numbering.

  • It also establishes 1 January 2031 as the maximum date for M2M services that are now provided with mobile numbering to migrate to numbering with the prefix 59, which will allow the release of about three million mobile numbers.
  • In another resolution published today, nomadic voice services will only be able to use the numbering that begins with 51 and the possibility of using provincial area numbering (code 8XY) for them is eliminated, releasing these resources that can be attributed to the conventional fixed telephone service.
  • Both updates are based on recommendations made by the CNMC and will make the use of numbering simpler and more transparent, while improving the efficiency of the Numbering Plan.

The Ministry for Digital Transformation and the Civil Service has today published a resolution that modifies the attribution of numbering to Machine to Machine services, data communications initiated automatically, or through human intervention, for the purposes of telemanking, telemanagement, remote control, alarms or other similar purposes. They are services that are used for example in elevators, agricultural sensors, automotive sensors or for the remote management of various devices.

Currently, the numbering for these services is two types: mobile numbering (which is what began to be used when this type of device appeared) or a 13-digit number with code 59, which is the range that was specifically attributed to these services in a resolution approved in 2010 and which is now being modified.

The resolution that has been published today states that from July 1, 2026 all the numbers that are requested for these M2M services will have to use the 59 range with 13 digits. The mobile numbers currently being used have until January 1, 2031 to migrate to numbering with the prefix 59.

The measure will allow the release of about three million mobile numbers that are currently used for these services and prevents the premature exhaustion of mobile numbers, since technological evolution has caused a proliferation in the market of IoT solutions (Internet of Things) with devices that communicate with each other.

Numbering for nomadic vocal services

In addition, another resolution has been published today that states that voice services provided through IP connectivity will only be able to use the numbering that begins with 51. In this way, the possibility of using these services with provincial area numbering (code 8XY) is eliminated, freeing these resources to be attributed to the conventional fixed telephone service.

The resolution allows a period of six months to maintain that numbering, subject to the approval of the CNMC. This change is due to the low efficiency in the use of geographical nomadic numbering (code 8XY), which is below 5%, which shows that it is a technologically outdated service. In addition, there was a certain risk of exhaustion of fixed telephone service numbering in certain provinces.

Both updates are based on recommendations made by the National Commission on Markets and Competition (CNMC) and will make numbering for these services easier and more transparent, while improving the efficiency of the Telephone Numbering Plan.
