National Plan for Smart Cities

  • The National Plan of Smart Cities aims to contribute to economic development, maximizing the impact of public policies on ICT, in order to improve productivity and competitiveness, transforming and modernizing the Spanish economy and society, through an effective and intensive use of ICT by citizens, companies and administrations.

    The National Plan of Smart Cities was approved in 2015, and subsequently, derived from the implementation of this, the National Plan of Smart Territories emerges, in 2017. Both programs have been recognized as good practice in this field at the international level.

    The ultimate goal of the National Plan of Smart Cities is to contribute to economic development, maximizing the impact of public policies on TIC, in order to improve productivity and competitiveness, transforming and modernizing the Spanish economy and society, through an effective and intensive use of TIC by citizens, companies and administrations, according to the Digital Agenda for Spain.

    The National Smart Cities Plan focuses on achieving the following goals:

    As a public entity, a pioneer in the promotion and implementation of the concept of Smartcities in our country, Red.es develops different actions that are framed in the National Plan of Smart Territories.

    The main actions of Smart Territories that it currently carries out Red.es are the calls for Smart Tourist Destinations and Internal Objects of City, which represent an evolution in the development of the concept of the Smart city, oriented to the improvement of the tourist experience in the destination and the management of the information coming from the internal objects of the city (buildings, airports, stations, ports, etc.) for an optimization of municipal services. In addition, agreements are established with the Spanish Federation of Municipalities and Provinces (FEMP) and the Spanish Network of Smart Cities (RECI) to promote the development of smart cities and territories.

    The initiative includes measures worth 244.970.000 € in the technological field.

    Through the call for Smart Tourist Destinations, a total of 25 projects will be developed in nine autonomous communities, which will involve an investment of 73.97 million euros. Of these, Red.es will contribute a total of 45.78 million (61.88%), thanks to the cofinancing of the FEDER, through the Multiregional Operational Programme of Spain (POPE). Local authorities will, for their part, be responsible for between 20% and 40% of the total estimated cost of each initiative.

    Within the framework of the Smart Cities and Smart Territories plans, since Red.es, a total of five calls have been promoted aimed at local entities, which have allowed to develop up to 61 projects, mobilizing €200M towards Smart solutions. In addition, the Spanish Network of Smart Cities (RECI) and the Spanish Federation of Municipalities and Provinces (FEMP) are collaborating to promote the development of Smart Cities and Territories.

    The call is co-financed by the European Regional Development Fund (ERDF).

    The initiative Smart Cities and Territories, includes measures worth 244.970.000 € in the technological field. The initiative is ongoing until December 2023.
