The Ministry of Economic Affairs and Digital Transformation and the Ministry of the Interior have signed an agreement to create a public warning system (Public Warning System, PWS) that will serve to send mass and immediate warnings to the population in case of major disasters and emergencies imminent or ongoing throughout the Spanish territory.
The alert system will be part of the National Alert Network (RAN) of Civil Protection and will be litigated soon by the Ministry of the Interior. In this way, the National Civil Protection System will have a new tool for the distribution of warnings to the population, which is added to other already existing systems, which are generally based on acoustic signals and have an exclusively local scope.
The alert messages will be transmitted through the mobile telephone networks, as established by the European Code of Electronic Communications and as stated in the preliminary draft of the General Telecommunications Law. The European Code of Electronic Communications establishes that countries will have such a system from June 2022.
The implementation of platforms that can send warnings to the population in emergency situations or major disasters is one of the measures of the Plan for Digital Connectivity and Infrastructures, also included in the Recovery, Transformation and Resilience Plan. The project will be funded from the Recovery Plan funds.
