The Government submits the National Frequency Allocation Table to a public hearing

  • The National Frequency Allocation Table (CNAF) establishes the regulatory framework and use for which the different frequency bands are reserved, according to the standards and guidelines of the international working groups and the legislation of the European Union.

    The proposed amendments concern the conditions of use of different frequency bands, including harmonised technical conditions for 5G of the 26 GHz band; the conditions of use for safety-related applications of Intelligent Transport Systems; the conditions of use of the traffic information system and the conditions of use of inductive loop applications and applications for medical implants.

    The CNAF also covers the needs derived from the Spanish industry, so, after the public consultation held last March, the allotment of 20 MHz in the band 2300-2400 MHz for broadband mobile communications networks on a self-service basis has been included.

    This will allow companies to have this tool available for their own applications, including industrial applications. Of these 20 MHz, 10 will be of preferential use for public utility networks for the distribution of electricity, gas or water.

    The incorporation of these modifications will also facilitate the application of wireless communication technologies in the implementation of the Plan for Connectivity and the 5G Technology Drive Strategy submitted by the Government in December 2020. The deployment of this technology is also one of the components of the Recovery, Transformation and Resilience Plan Presented on the 13th of April.

    The main objective of the review of the CNAF that is submitted to a public hearing is the incorporation into national regulation of the agreements registered at the last World Radiocommunication Conference of the International Telecommunication Union, held at the end of 2019.

    It also incorporates European Commission Implementing Decisions and Decisions of the European Postal and Telecommunications Conference, relating to the radio spectrum; and updates some national use notes, in the technical terms and conditions resulting from the harmonization processes at European Union level.

    Given the broad scope of the modification, the text submitted for public hearing corresponds to a new full version of the CNAF, and not a mere modification as undertaken in July 2020.

    The public hearing of the new CNAF will be open until May 13, 2021.
