The Ministry of Economic Affairs and Digital Transformation completes its management team
The Council of Ministers on Tuesday appointed the new Directors-General of the Treasury and Financial Policy, of Economic Policy and of Macroeconomic Analysis, attached to the State Secretariat for Economy and Enterprise Support, as well as the new head of the Technical General Secretariat, with which the Ministry of Economic Affairs and Digital Transformation completes its structure.
In particular, the Director-General of the Treasury and Financial Policy, Elena Aparici, is the new Director-General of Economic Policy. It will be replaced in the General Directorate of the Treasury and Financial Policy by Pablo de Ramón-Laca, until now deputy general director of Financing and Management of Public Debt.
At the head of the General Directorate of Macroeconomic Analysis will be Carlos Corps, who until now has been exercising the functions of director of the Division of Economic Analysis in the Independent Authority of Fiscal Responsibility (AIReF).
Finally, Yago Fernández Badía is the new technical general secretary. Until now he was General Secretary and Secretary of the Board of Directors of the public business entity RED.es and Secretary of the Board of Directors of INCIBE.
These four appointments came a week after the Council of Ministers appointed María Teresa Arcos as Director-General of Telecommunications and Audiovisual Communication Services and Isabel Riaño as Deputy Director of the Cabinet of the Third Vice-Presidency for the EU and International, who continues in this position, now with the rank of Director-General.
The Ministry, headed by the Third Vice-President of the Government, Nadia Calviño, has three Secretariats of State in this new phase: the Ministry of Economy and Business Support, headed by Ana de la Cueva, and the Ministry of Digitalization and Artificial Intelligence and the Ministry of Telecommunications and Digital Infrastructure, for which the Council of Ministers appointed Carme Artigas and Roberto Sánchez, respectively, on January 14.
The Vice President’s Chief of Staff, Carmen Balsa, the Undersecretary of the Ministry, now of Economic Affairs and Digital Transformation, Amparo López Senovilla, the Secretary General of the Treasury and International Finance, Carlos San Basilio, and the Director General of Insurance and Pension Funds, Sergio Álvarez Camiña, also continue in their positions.

Isabel Riaño
Official of the Higher Corps of Commercial Technicians and Economists of the State, she has a degree in Economic and Business Sciences. She has been Deputy Director of the Cabinet of the Minister of Economy and Enterprise since June 2018 and has developed her career in the Ministry of Economy. Among other positions, she has been Minister of Economy in the Permanent Representation of Spain in the EU and General Director of International Finance.
María Teresa Arcos
Official of the Higher Corps of Commercial Technicians and Economists of the State, she has a degree in Economics. He has developed his professional career in the public and private sector, always linked to the digital sector. He has held positions of diverse responsibility in the different state regulators of the telecommunications sector and has been a member of the Board of Directors of different companies with public participation, such as RED.es and Hisdesat.
Elena Aparici
Official of the Corps of Commercial Technicians and Economists of the State, she has a degree in Economic and Business Sciences. She has been General Director of the Treasury and Financial Policy since June 2018 and has previously held various positions of responsibility in the General Secretariat of the Treasury and Financial Policy
Pablo de Ramón-Laca
Official of the Corps of Commercial Technicians and Economists of the State, he has a degree in Philosophy, Political Science and Economics. He began his professional career in the financial crisis management unit of the Bank of England and has subsequently developed his activity in various responsibilities in the Sub-Directorate General for Financing and Public Debt Management, in the General Secretariat of the Treasury.
Carlos Body
Official of the Corps of Commercial Technicians and Economists of the State, he has a degree in Economics. Prior to being director of AIReF’s Economic Analysis Division, he has worked as a national expert in the European Commission’s Directorate-General for Economic and Financial Affairs.
Yago Fernández Badía
An official of the State Bar Corps, he has a degree in Law. He has been a lawyer of the Deputy State of the Ministry of Justice and a State lawyer of the Ministry of Public Works and has worked in the Subdirectorate of Contentious Services of the General Legal Profession of the State. Until now, he was Secretary General and Secretary of the Board of Directors of RED.es
