The Ministry for Digital Transformation and the Civil Service has opened for public consultation the simplification in the field of artificial intelligence proposed by the European Commission, the so-called ‘digital bus’ amending Regulation (EU) 2024/1689. With this participatory process, the Government of Spain intends to collect initiatives that help make the European Regulation of Artificial Intelligence easier to apply in practice, avoiding unnecessary burdens and maintaining the protection of health, safety and the fundamental rights of citizens.
The specific simplification measures to be discussed seek to ensure timely, smooth and proportionate implementation of certain provisions of Regulation (EU) 2024/1689. Among the different issues, there are simplifications for SMEs and mid-cap companies, and an extension in the dates of application of the regulation linked to the availability of standards or other support tools to demonstrate compliance.
In addition, it aims to strengthen the monitoring of the most complex systems by the European AI Office and facilitate compliance with data protection regulations to detect and correct biases, as well as the use of safe test environments to drive innovation.
This is a new step to help implement the European Artificial Intelligence Regulation, a pioneering standard that was adopted in June 2024 and which establishes for the first time a common framework across the European Union to regulate the use of AI. This regulation entered into force on 1 August 2024 and its application is progressive, so that all its provisions will be fully mandatory from August 2027.
