The Government announces the competition for the new digital terrestrial television (DTT) license
In compliance with the National Technical Plan for DTT, in force since March 2025, and which introduces the ultra-high definition DVB-T2 technology and frees up space for a new channel
The Council of Ministers, on the proposal of the Minister for Digital Transformation and Public Service, Óscar López, has approved the convening of a public tender for the award, through a system of competition, of a license for the provision of digital terrestrial television (DTT) service, in an open broadcast system and whose geographical scope will be extended to the entire national territory.
This is required by the National Technical Plan of DTT, in force since March 27, 2025, which made a distribution of the multiple digital devices through which the DTT service of state coverage is provided. The object of the award of this competition corresponds to the surplus of one quarter of the capacity in the digital multiple MPE5. The competition is governed by the provisions of Law 13/2022, of July 7, General of Audiovisual Communication.
With this call for proposals, two main objectives are pursued. On the one hand, to increase the representativeness of the interests and currents of opinion of society, making possible an audiovisual offer with a greater number of contents and more differentiated; and, on the other hand, to promote technological innovation and offer DTT services of higher quality.
The Council of Ministers shall decide on the tender within a maximum period of 12 months from its publication. The deadline for submission of tenders will begin at 09:00 a.m., peninsular time, on October 20, 2025, and will be open until 13:00 a.m., peninsular time, on November 20, 2025, and will be made through the electronic headquarters of the Ministry for Digital Transformation and the Public Service.
Once the procedure is completed, the license will be formalized in an administrative document by the holder of the Ministry for Digital Transformation and the Public Service, within one month from the day following the publication of the Agreement of the Council of Ministers that resolves the contest.
The duration of the license will be 15 years and will be subject to renewal for the same term, provided that the requirements provided in Law 13/2022, of July 7, are met.
