Navarre hosts the first meeting of Data Offices of Spain, with the aim of strengthening regional commitment to innovation based on data

The day, organized jointly by SEDIA and the Foral Executive, has brought together for the first time representatives of 16 Autonomous Communities around the data.

The Secretary of State for Digitalization and Artificial Intelligence (SEDIA) and the Government of Navarre have organized today in Pamplona the first meeting forum of representatives of Data Offices of Spain. The event brought together agencies from 16 Autonomous Communities and the General Administration of the State, with the aim of strengthening the commitment to the transforming power of data, and giving form to joint and synergistic actions.

This forum has been inaugurated by the Minister of University, Innovation and Digital Transformation of the Government of Navarre, who has announced the launch of an Ethics Committee for the Data Office of Navarre aligned with the active policies and the national and international leadership of the SEDIA and with Digital Spain Strategy and the Navarra Digital Strategy 2030. It has also stressed the need to strengthen the response to social challenges, and stimulate innovation and economic development through data, and the inescapable commitment to innovation through the use of disruptive technologies such as Artificial Intelligence, always under an ethical prism and respect for European values and principles.

Likewise, since the Data Office of the Government of Spain, we also wanted to highlight the transforming power of data, as a key element in the digital transformation. In this sense, the strategy designed from Europe in relation to data and its sovereign management has been outlined, and the creation of the Office itself in 2020 has been contextualized, as a practical instrument for the national implementation of this strategy. It deploys actions for the promotion of data ecosystems, based on principles of harmonization and efficiency that also serve as an accommodation for those strategic, functional, organizational, legal and technological criteria that are analyzed and taken into account by the different interest groups that undertake operational deployments.

Due to the high relational complexity between participants of the new Sovereign Data Economy, the generation of synergies is of special relevance, an aspect regarding which the current Spanish Presidency of the Council of the European Union has recently signed the communiqué “The Trinity of Trusted Cloud, Data and AI as Gateway to EU´s competitiveness". In it it is agreed to expand and improve coordination in the development of European cloud and data initiatives, advocating interoperability as a structuring element and advocating the development of Artificial Intelligence based on high quality data and with solid governance, which complies with European regulatory frameworks.

The participation of the autonomous communities in this first Forum demonstrates the importance of data in value chains, as a fundamental pillar for competitiveness and future digital efficiency, and the joint commitment to collaboration and learning. Thus, 7 principles have been presented to advance the joint formulation of strategies and policies related to data management, ranging from the effective governance of data, the ethical treatment of data, the administrative processing focused on data, and the sovereign sharing of data, to the open dissemination of information, the design and analysis of policies from the evidence and the promotion of the data culture through the creation of specialized units and training programs.

The Data Office of the Government of Spain

The Data Office (dependent on the Secretary of State for Digitalization and Artificial Intelligence, Ministry of Economic Affairs and Digital Transformation) was created in 2020 to streamline the management, sharing and use of data throughout the productive sectors of the Spanish economy and society. Covering both the public sphere of the General State Administration and that of the promotion of private industries, it seeks to harmonize public strategies and policies, technologies, and best practices, marking governance rules that serve for greater capillarity and effectiveness in the management and effective use of data.

The Navarre Data Office

At the end of 2022 the Government of Navarre, through the Department of University, Innovation and Digital Transformation, approved the creation of the Navarre Data Office, whose mission is to manage the complete cycle of these assets, from their creation to their storage, use and sharing. This office offers its services to various agents, such as administrations, companies, universities and citizens in general, with the commitment to guarantee quality, truthfulness, ethics and safety in its use.
