Promoted by a collaboration agreement between UNE and the Secretary of State for Digitalization and AI, UNE 0077:2023 ‘Data Governance’, UNE 0078:2023 ‘Data Management’ and UNE 0079:2023 ‘Data Quality Management’ specifications enable a frame of reference for the adoption of sustainable and effective practices around data in both public and private organizations.

The specifications UNE 0077:2023 Government of the data, UNE 0078:2023 Data management and UNE 0079:2023 Data quality management promoted by the Data Office, enables a frame of reference for private and public organizations in their efforts to achieve adequate data governance, management and quality.

The creation of a single market for shared data is a key element in the ‘European Data Strategy’ published by the European Commission in February 2020. In this communication, the Commission sets as its objective the promotion of the data economy in such a way that it conforms to the European values of self-determination in data sharing (sovereignty), confidentiality, transparency, security and fair competition. Beyond the constant need to monetize them, data processing stands as a great power of social transformation. The data, and its essential role in the development of disruptive technologies such as Artificial Intelligence, are the differential factor of an industrial and technological revolution that will allow us to consolidate a digital economy more just, inclusive and in line with the Sustainable Development Goals and the 2030 Agenda.

The Government of Spain is working intensively to create the legal, political and financing environment conducive to the deployment and settlement of the Data Economy, through the various initiatives detailed in the strategy Spain Digital 2026. As part of these efforts, the Office of Data It has sponsored, promoted and participated in the generation of national specifications UNE Regarding the appropriate governance, management and quality of data, with which to provide a reference framework of support to both public and private agencies. Having properly governed, well-managed and quality-tested data is essential to advance its sharing, exploitation and value creation. Confining ourselves to the public sector, its correct application will allow progress to be made in a data-oriented administration, an administration focused on citizenship, open, transparent, inclusive, participatory and egalitarian.

These specifications make it possible to establish a set of common processes applicable to the data assets of any organization throughout its lifecycle, maximizing their value by applying a structured, managed, consistent and standardized approach to all data-related activities, operations and services. It must be ensured that the definition, creation, storage, maintenance, access and use of data (which implies the need for data management) is done following a data strategy aligned with organizational strategies (this implies the need for data governance), and that the data sets to be used are tailored to the intended use (this implies the need for quality management).
