The unstoppable advance of the digital transformation of public administration, protagonist in the Conference “Transforming the Administration to Modernize Spain”
The Ministry of Economic Affairs and Digital Transformation, through the General Secretariat of Digital Administration, belonging to the State Secretariat of Digitalization and Artificial Intelligence, held today in Madrid the Conference “Transforming the Administration to Modernize Spain”.
The meeting, which took place in the space The Cube, brought together the main representatives of the digitization of the public sector, to share their knowledge and exchange experiences on the different initiatives that are being carried out throughout the national territory, within the framework of the Digitization Plan of the Public Administrations. This document is aligned with the principles under which the Digital Spain Agenda 2026 was designed, the roadmap for the digitalization of the country, whose axis five defines the initiatives for the “digital transformation of the public sector”.
The day served to illustrate the advances that have taken place in the field of digital transformation within the Spanish public administration, and which have as their objective the positioning of Spain as a European reference for innovation and management of digital public services. Among them, the My Citizen Folder application, which already accumulates more than 900,000 downloads and 5 million accesses, the Cloud Services Strategy for the AA.PPor the start-up of the Cybersecurity Operations Center of the AGEand its public agencies.
Carme Artigas, Secretary of State for Digitalization and Artificial Intelligence, was in charge of the inauguration of the event, where she highlighted that “Spain occupies the 5th place in terms of digital public services in Europe, according to the index DESI. Thanks to all the initiatives they present today, and many more, we are moving towards a digital, inclusive, sustainable and cutting-edge administration.” Juan Jesús Torres Carbonell, Secretary General of Digital Administration, has been in charge of exposing the main areas of action and progress of the Digitalization Plan of Public Administrations. After them, the speeches of outstanding representatives of the Administration, the business world and civil society have taken place.
The debate has revolved around three interrelated themes:
The First Vice-President of the Government and Minister of Economic Affairs and Digital Transformation, Nadia Calviño, was responsible for closing the meeting. In his speech, he announced the next commitment that the Government will sign with the “Decalogue for a Clear Language in Public Administrations”, which aims to bring the public sector and its services closer to the citizens through the simplification of the terms and concepts used in official portals and platforms.

Digitization Plan of Public Administrations
The Digitalization Plan of Public Administrations 2021-2025 is one of the main elements of component 11 of the Recovery, Transformation and Resilience Plan , of modernization of Public Administrations, and includes the development of specific actions that will be carried out within the scope of digital administration. This Plan is also part of the España Digital 2026 initiative .
The Plan for the Digitalization of Public Administrations represents a decisive leap in improving the effectiveness and efficiency of the Public Administration, seeks to respond to the challenges of the main driving areas of the Public Administration, such as employment, justice and health, and aims to improve the efficiency of Public Administrations as a whole, ensuring the sustainability of investments through the reinforcement and reuse of shared means and services.
Agenda España Digital 2026
Spain Digital 2026 is the update of the strategy launched in July 2020 as the country’s digital transformation roadmap. Since its presentation, the Spanish Recovery Plan has been approved, eight specific plans for its deployment have been published, the main investment programs have been launched, at the national, regional and local levels, and decisive progress has been made in the structural reforms.
