The Government invites the Autonomous Communities to submit strategic digitization projects within the RETECH program of the Recovery Plan
The Ministry of Economic Affairs and Digital Transformation, through the Secretary of State for Digitalization and Artificial Intelligence, launches the public invitation to the Autonomous Communities to participate in the new initiative of the Digital Spain Agenda 2026: ‘RETECH: Territorial networks of technological specialization’.
The objective of this program is to improve the co-governance of the Recovery Plan through the articulation of regional projects aimed at transformation and digital specialization. Support for these projects will promote the exchange of knowledge and opportunities of each autonomous community through national impact networks that maximize territorial balance and social cohesion.
Public invitation
The Autonomous Communities will be able to present collaborative projects in the different thematic areas defined within the RETECH initiative (Artificial Intelligence and other enabling technologies applied to industries, Digital Twins, GreenTech, Cybersecurity, Digital Entrepreneurship, Technology with social impact, RuralTech, FashionTech and Digital Health), also contributing to the fulfillment of milestones and objectives of the Recovery, Transformation and Resilience Plan.
Given the collaborative spirit of RETECH, each initiative must have at least the participation of two Autonomous Communities and promote the involvement of different agents of the private and public sector: SMEs, companies and large corporations in the field of technology, startups, third sector, local entities and other institutional agents depending on the type of project.
It is planned to mobilize 530 million euros of public investment, of which the General Administration of the State will be able to contribute up to 75% of the budget of each initiative and the participating Autonomous Communities must contribute a minimum of 25% of the project budget, without the need for these contributions to be equitable between the participating regions. The mobilization of investment by the private sector will be positively assessed.
The initiatives presented should also be oriented towards objectives such as the trans-regional perspective, the promotion of innovation, the collaborative spirit between institutions and the private sector, the sustainability of projects in the medium and long term, or the creation of quality jobs and digital talent generation.
In order to make it easier for the Autonomous Communities to present their initiatives, the public invitation that has been launched today establishes the criteria for participation and assessment, as well as the way of presentation of the proposals through theElectronic Office.
Local governments can submit their projects until October 14th. Each autonomy will be able to participate in a maximum of three initiatives, one per theme. Projects must have a minimum budget that guarantees their viability and impact.

RETECH is one of the two new transversal axes of the Agenda Spain Digital 2026 Presented on July 8 at the Ministry of Economic Affairs and Digital Transformation with the President of the Government, Pedro Sánchez, and the First Vice-President, Nadia Calviño. It is aligned with two of the main goals of the Agenda as they are to lead digital transformation in an inclusive and sustainable way and focus digitization efforts on key economic sectors.
