The Government modifies the conditions for the tendering of the MUFACE health concert with additional funding of 330 million euros

• Will cover the attendance of officials attached to MUFACE and their families in the period 2025, 2026 and 2027

The Council of Ministers has authorized the modification of the tender for the MUFACE concert for the years 2025, 2026 and 2027, which offers health coverage through insurers to part of the officials who provide services in Spain.

After a series of consultations raised by the tenderers and in accordance with new information held by the Administration, following these consultations on 25 January, it was agreed that the proceedings in the current dossier should be taken back in order to review the allocation and guarantee the economic balance of the contract. Having carried out this analysis, it has been decided to provide the contract with an additional funding of 330,500,000 euros to distribute among its three annuities, an economic effort aimed at increasing the premiums of those age groups that most need adequate coverage in the coming years.

Thus, the total amount of the contract budget, once the price has been modified, amounts to 4,808.5 million euros, 1,276.5 million euros more than the current concert.

The modification of the tender maintains nevertheless the duration of three years of the concert, in order to guarantee a horizon of stability in the health care of the covered group, which exceeds 1.5 million people, between holders and beneficiaries. The new premium structure approved in last December’s tender, incremental depending on the age groups, is also maintained. The weighted average premium will increase cumulatively during the agreement’s three-year term by 41.2%.

With regard to the concert for health care abroad, a tender has been submitted in the tendering procedure convened under the conditions approved by the Council of Ministers on 17 December, so the process continues with the feasibility analysis of the tender submitted.

Coverage to Mutualists

Until the new concert is awarded, the mutualists will be guaranteed their health care under the current conditions, under the service continuity order mechanism provided for in article 288 (a) of the Public Sector Contracts Act.
