The Government approves the creation of the National Emerging Business Forum

• This body of collaboration between Administrations and the private sector will have as its mission to promote the development of startups

Madrid, November 11, 2024.- The Council of Ministers, on the proposal of the Ministry for Digital Transformation and Public Function and the Ministry of Industry and Tourism, has approved a Royal Decree regulating the National Forum of Emerging Companies. This body of collaboration between the Public Administrations and the private sector, provided for in Law 28/2022 of promotion of the ecosystem of emerging companies, will guide its task to promote the development of startups in Spain.

The rapid evolution of the economy has led to the emergence of new needs, companies and markets in a context of radical innovations and with a predominant use of information technologies. Thus, it is necessary that the public authorities have instruments to identify both the needs of the entrepreneurial sector and the tools available to facilitate the growth of emerging companies. The Forum, as a new space for dialogue, will promote the creation and growth of these companies, thus helping economic development in sectors of great added value.

Specifically, the Forum will facilitate strategic collaboration between public agencies and private agents to improve the ecosystem of technological and innovative entrepreneurship. It will promote coordination between the different agencies that support technological entrepreneurship and innovation in Spain, disseminate measures to support innovative entrepreneurship and promote its application in different sectors. It will also identify barriers faced by startups and propose solutions to eliminate them, and act as a space for the exchange of ideas between the main actors in the sector.

In accordance with the provisions of the Royal Decree, the presidency of the Forum will fall to the Secretary of State for Digitization and Artificial Intelligence, while the vice-presidency will be occupied by the Secretary of State for Industry.

In addition, it will be attended by representatives of seven other ministries (Science, Economy, Finance, Labor, Inclusion, Ecological Transition and Agriculture) and public entities involved in policies to support startups (ENISA, ICEX, ICO, CDTI, RED.es, SETT and SEPIDES), as well as representatives of Autonomous Communities, local entities and the most relevant actors in the entrepreneurial ecosystem.

The main working mechanism of the Forum will be the Plenary, in which the main decisions will be taken, but specialist working groups will also be set up, which will deal with specific topics and in which external experts not represented in the Plenary can participate. This approach is geared towards ensuring that there is ongoing dialogue and participation by the most relevant actors in the ecosystem.
