Madrid, October 8, 2024.- The Council of Ministers has authorized the tender of the Muface concert for the years 2025-2026, which offers health coverage through insurers to part of the officials who provide services in Spain and in 123 countries.
This agreement forms part of the strategic planning of the Ministry of Public Service, aimed at modernizing and improving the service provided by the General Mutuality of Civil Servants of the State (MUFACE).
It is a two-year concert with the aim of guaranteeing the health care of the covered group, which exceeds 1.5 million people, between holders and beneficiaries. In Muface, 65% are primary, secondary and university teachers and 17% belong to some bodies of the General Administration of the State.
The total amount of the contract amounts to 1,337,059,970 euros in 2025 and 1,344,553,098 euros in 2026, a total increase of the new biannual concert of 303,949,078 euros compared to the last year of the previous concert.
With this endowment, the concert 2025-2026 offers a premium of 17.12%, the largest in history since there are homologable records, and which is distributed by 16.5% in 2025 and 0.62% in 2026. In the past 25 years, the annual increase in the premium has averaged 4.4 per cent.
After this increase, the average premium per mutualist per year will go from 1,032.12 euros to 1,208.81 euros in 2026, which means an increase in the premium per insured of 176.69 euros.
Attention to new needs
The calculation of the premium takes into account two concepts. On the one hand, it covers the new health services included in the portfolio of the National Health System (related to oral health, increased spending on hospital pharmacy, innovative medicines and advanced therapies, new vaccines in the calendar, and the increase in the cost in chronicity) and the increase in the amount of medical fees.
In addition, for the first time, the calculation of the concert takes into account the tariff deficit (the difference between the premiums paid and the health cost incurred by the entities), including them in the calculation for the purpose of calculating a premium increase that allows to compensate for the losses and meet the new expenses of the health system.
