The Common Evaluation Framework (CAF) is a comprehensive quality management tool developed by and for the public sector and inspired by the European Foundation for Quality Management (EFQM) Model of Excellence. It is based on the premise that excellent results in organizational performance, in citizens/clients, in people and in society are achieved through leadership that guides strategy and planning, people, alliances, resources and processes. The model examines the organization from different angles at the same time, with a holistic approach to organizational performance analysis.
