What is the PRTR?

The Recovery, Transformation and Resilience Plan (PRTR) is the roadmap of the Government of Spain to promote economic recovery, the modernization of the country and guarantee a sustainable and inclusive future. Funded by the European Next Generation EU funds, the PRTR represents an historic opportunity to accelerate the transformation of the economy, strengthening its productive and social bases.

 

A Plan based on Four Transversal Axes

The PRTR is structured around four fundamental axes, aligned with the priorities of the European Union:

  1. Ecological Transition: Move towards a sustainable, low-carbon and climate-resilient economy.
  2. Digital Transformation: To promote the digitisation of society, the economy and public administrations.
  3. Social and Territorial Cohesion: Guarantee equal opportunities and balanced development in all regions of the country.
  4. Gender Equality: Promote effective equality between women and men in all areas.

Shift Levers and Components

The Plan consists of 10 leverage policies, which bring together 31 components to implement structural reforms and investment projects in key sectors. From the Ministry for Digital Transformation and Public Service, they lead and participate in fundamental components for the digitalization and modernization of the country, such as:

These components are key to transform Spain into a connected, competitive and innovative country, promoting the digitization of SMEs, the deployment of 5G networks, artificial intelligence and the development of digital skills in the social sector.

The Plan has been articulated in a coherent set of investments to be carried out practically in full between 2021 and 2026 and in an ambitious programme of structural and legislative reforms aimed at addressing the main challenges of our country.

On 2 October 2023 the European Commission issued its favourable report for the second phase of the Recovery Plan and on 17 October 2023 ECOFIN approved it. The Addendum will make it possible to mobilise the totality of resources allocated to Spain from the Next Generation EU funds.
