The Secretary of State for Territorial Policy and Public Service has issued an organizational resolution, in accordance with the recommendations established in the Royal Decree Law 21/2020 of June 9, of urgent measures of prevention, containment and coordination to deal with the health crisis caused by COVID-19. This resolution is issued under civil service competences and its content has been agreed with trade union organisations.
The purpose of the Resolution is to ensure homogeneity in measures relating to staff in the service of the General Government of the State in the new normal phase, without prejudice to the territorial structure of each department and the necessary adaptation of the measures to the evolution of the health crisis.
This Resolution provides for the existence of two modalities in the provision of services, both face-to-face and non-face-to-face, as well as their main features.
The measures arising from this resolution adopted by the departments and public bodies of the Administration shall be the subject of negotiation, consultation or information with the Delegated Bureaux or the relevant social participation body.
In addition, the Resolution states that in order to ensure homogeneity in preventive actions and levels of protection in the workplace, the instructions and recommendations issued by the General Secretariat for Civil Service will be updated.
