The Government approves the draft Civil Service Act to modernize the administration and reform the public employment system.

The Council of Ministers adopted the preliminary draft Civil Service Act in the first place today. This is the norm that will drive the implementation of a competency-based public human resource model that will promote the attraction and retention of talent, with which it is intended to provide the Administration with a regulatory framework that will enable it to respond to the current challenges of society, strengthening the role of the State Administration as a renovator.

This law, which is part of the commitments of the Recovery, Transformation and Resilience Plan (PRTR), is committed to the principles of strategic planning, adaptation of the selection of personnel to the needs of the Administration, performance assessment, regulation of professional public management or a new regulation of the professional career.

Equality, social dialogue and lifelong learning are the cross-cutting principles that underpin the law.

In addition, the numerous measures included in the text, which will now be submitted to the public information procedure, develop the Basic Staff Regulations of the Public Employee (EBEP).

The reforms included in the Preliminary Draft Law are a before and after in the field of Public Service:

1.- Strategic planning, which will align the strategic objectives of the Public Administration.

2. Incorporation of performance assessment into the public employment model, which will seek to improve productivity and the adequacy of the professional career to the performance of the functions of the employee or public employee.

3. The regulation of the horizontal professional career is another of the great innovations, in a commitment to internal professional promotion, consists of progression in a course itinerary without a change of job.

The text of the preliminary draft adopted today includes the creation of two new salary supplements for employees and public employees:

The first of these is the race complement. This will reward the progression that is being achieved in the professional career. The amount shall be the same for all staff members of the same recognised professional classification group or sub-group.

The second will be the performance complement, linked to the overcoming of the performance evaluations proposed during the professional career, which will be mandatory.

Another of the commitments of the Government that will be reflected in the future law is the regulation of professional public managers, as it is a key profile in the conception of a modern public administration.

In this sense, their suitability, capacity and orientation regarding the professional outcomes obtained by those in these management positions are reinforced.

Finally, the Draft Bill opts for a mixed model of access to public service based on knowledge and on the evaluation of professional competences, as well as a commitment to democratization in access to public employment.
