The modernization of the Public Administration is a driving policy included in the Plan España May whose objective is to achieve a Public Administration of the 21st century. It is worth noting the regulation, in agreement with trade union organizations, CCAA regional and EMFF, of the provision of AGE services through telematic means - teleworking - as a basic rule.
To this same commitment to modernise the AAPP and, in particular, the AGE, actions contribute in 2020 such as the decentralization of selective processes through the UNED or the implementation of the 'Talent Uptake' program.
This strategy includes debates for 'Rethinking the Selection' of future employees and public employees and conferences to promote public employment with university or professional students. In 2019/2020 alone, more than 7,000 students and students participated in these outreach activities.
In the field of the Civil Service, the approval of the III Plan for Gender Equality in the AGE, which includes impact indicators and cross-cutting measures, and the 0.9% salary increase included in the PGE-21, to which the remuneration increase of 2% applied in January 2020 should be added.
It is worth noting the approval of the Public Employment Offer (EPO) for 2020, which amounts to 28,055 places for the State Public Administration and which contains the largest internal promotion call in history with a total of 8,996 places. Also noteworthy is the agreement reached in 2020 on the framing of labour personnel, a historic agreement with trade unions for the new occupational classification that affects more than 34,000 employees and public employees updated according to the current educational system and the National System of Professional Qualifications.
On the other hand, MUFACE and INAP have drawn up their strategic plans for the coming years aimed at modernising the administration.
In the field of Transparency and Good Governance, the IV Open Government Plan 2020-2024 has been approved as a result of a participatory process of all public administrations and civil society.
The regulatory activity undertaken in the field of Public Service in 2020 will continue in 2021 with advances in the Preliminary Draft Law of Public Service of the AGE, for the development of the Basic Statute of the Public Employee.
