Born in Madrid in 1967. He holds a degree in Law and a Master in International Trade.
Between 1992 and 2021, he served as a lawyer, specializing in the law of aliens and asylum. During these years his successive work as a lawyer in the General Union of Workers (UGT), in ATIME, in the Association for the Promotion of Social Services (APROSERS), or in the Volunteering of Dominican Mother, among others. During this period the General Secretariat of the Spanish Refugee Assistance Commission (CEAR) and the sub-directorate of ACCEM came to take over. He was also Director-General of the Public Affairs Agency.
Between 2019 and 2021, he taught political communication and migration policies, participating in different media.
Militant of the PSOE since 1995, between 2001 and 2004 he served as advisor to the Federal Executive Commission of the PSOE, and held different responsibilities in several federal directions. At the XXXVII Federal Congress of the PSOE, he joined the Federal Executive Commission as Secretary of Municipal Policy, and after the XXXVIII Congress of the PSOE, he served as Secretary of Institutional Relations and Autonomic Policy.
Regarding his political activity, in 2004 he was elected a Member of Parliament by Madrid, staying in the Congress of Deputies until March 2019. As a Member, he was a member of the Committee of Inquiry into the 9/11 attacks.
He also served as spokesman for the socialist parliamentary group in the Committees on Immigration and Emigration, the Interior and National Security. I am the vice-chairman of the Committee on the Interior and was the spokesman for the Socialist Parliamentary Group with Pedro Sánchez.
From October 2021 to June 2023 he was the deputy director of the Cabinet of the Spanish Government. He was re-elected deputy in Almeria at the Congress of Deputies from 23 July to 27 November 2023, when he was appointed Deputy Director of the Cabinet of the Presidency of the Government, a task he performs until being appointed Secretary of State for Telecommunications and Digital Infrastructure in September 2024.
