The Spanish Constitution provides that citizens have the right to access public service on an equal footing, in accordance with the principles of merit, capacity and publicity. On the basis of these precepts, the General Administration of the State convenes public employment offers every year that collect the necessary places to ensure attention to citizenship, social and territorial cohesion and the provision of quality public services.
How do I access a post as a public employee?

How do I know the places that are being called?
Public calls for employment are published in the Official State Gazette, on the web pages of the inviting agencies and on the web administration n.gob.es.

How do I submit the request and within what time?
You can find information about the public employment calls of the General Government of the State and their follow-up on the web pages of the inviting agencies, as well as on the General Access Portal (administrationn.gob.es).
Applications are preferably submitted electronically via the EMEA Registration of Selective Testing of the General Access Point, being necessary to identify and sign using the Cl@ve platform. The interested party may submit the application form, attach documents, pay the examination fees and record it electronically.
Paper-based applications shall be made by electronic completion of the panel in the official model and subsequent submission to the General Registry of the Respondent or to the Registry Assistance Offices.
The deadline for submission of the application shall be 20 working days from the day following the date of publication of the call in the Official State Gazette.
What are selective processes like?
Access to public employment is made by competition or by competitive bidding.
The opposition consists in overcoming one or more screening or screening tests, as set out in the call.
In the competition, the applicant, in addition to overcoming the opposition, will have to participate in a competition phase in which his merits are valued: academics, professional experience and seniority in the administration, if he has already worked on it.
The points obtained in the contest phase cannot be used to pass the tests that make up the opposition and only help to determine the final note.
What is the internal promotion turn?
The internal promotion consists of the promotion of a career official from a body or scale from a subgroup of professional classification to another body or scale of the upper subgroup, or, in the case of permanent staff, the promotion to a higher professional category. To do this, the appropriate body must be presented to participate in the process and to overcome the selective tests.
What is the access shift for people with disabilities?
The calls for selective tests reserve seven percent of the places for people with disabilities that go beyond the selective process and prove that their disability is compatible with the performance of the required tasks.
Of that seven percent, two percent are reserved for people with intellectual disabilities and the remaining five percent for people who prove other kinds of disability.
What kind of public employee will I be if I approve of an opposition?
In general, public employment is accessed as a career officer or fixed labour force, depending on the type of tasks to be performed and the rule governing them. Each call details the type of employee and its conditions.
- Career officials: persons who, after having passed a selective process, have a legal appointment recognising their link to a public administration in which they perform paid professional services of a permanent nature, involving direct or indirect participation in the exercise of public powers or in the safeguarding of the general interest. They have a statutory relationship with the administration governed by administrative law.
- Fixed labour force: persons who, after going through a selective process under a contract of employment, provide paid services in a public administration. Workers are regulated by labour law, that is, by the Workers' Statute and by collective agreements which apply to them on the basis of their contract.
What are the characteristics of the Public Employment Offer for 2023?
On 11 July 2023, the Council of Ministers approved the Public Employment Offer (EPO) for this year, which includes a total of 39,574 places distributed among the various departments of the General Administration of the State, the Administration of Justice, the National Police Corps, the Civil Guard and the Armed Forces.
The Official State Gazette published on 12 July the royal decree detailing the offer of places, which will be convened throughout the year.
This call presents the following new features:
- Net job creation, not just covering the lost workforce
- The replacement rate will reach 110 per cent as a general rule; 120 per cent for priority sectors and 125 per cent for the State Security Forces and Corps and regional and local police
- New services resulting from the modernisation of public administrations are provided with sufficient staff
- Temporality should remain below 8% in ministerial departments
- Attracting talent to incorporate people with extraordinary performance and high work capacity will be encouraged
- Mechanisms will be encouraged for public employees wishing to change posts to participate in internal promotion calls. These places can be convened together with the ordinary new entrants or preferably by means of an independent call.
- 77% of places will be offered to meet essential services - such as health, justice or the promotion of culture -, ensure social cohesion and equal opportunities, and boost innovation and digitisation
- An additional fee of 1,025 Social Security posts to manage Minimum Income is included
When can I apply for the 2023 public employment offer?
The information about the calls will be published in the Official State Gazette, in institutional websites and in the General Access Portal of the Administration. All calls must be published before 31 December 2023.
How long will the selective process last?
The selection bodies shall publish an indicative schedule with the dates of the various tests of the selective processes.
In the case of career officials, the opposition phase shall have a maximum of four tests. The first exercise shall take place within a maximum of three months from the date of the call in the Official Gazette of the State. No more than 45 calendar days may elapse between the final conclusion of a financial year and the start of the next financial year. The full opposition phase shall last for a maximum of nine months and the entire selective process must be completed within two years of the call.
Calls for work force shall be governed by its specific rules, but the same rules of speed and agility shall apply.
