Government approves an unprecedented Public Employment Offer

At its meeting yesterday, the Council of Ministers approved the Public Employment Offer (EPO) for 2022, consisting of a total of 44,787 places, a figure that represents the largest increase in the workforce of the General State Administration throughout its history. This offer adds to the regular EPO seats and stabilisation offer posts.

This offer was agreed with the trade unions within the General Negotiating Bureau on 23 April. Agreement with trade unions can be consulted at this link.

The figures for the Public Employment Offer

The 2022 EPO includes, on the one hand, the Regular Public Employment Offer for the financial year, reaching a total of 34,151 places, which represents an increase of 12.17% compared to the 2021 EPO. This Offer includes 25,471 places for the State Administration, of which 15,880 are free income and 9,591 places correspond to the internal promotion.

It should be added that the State Security Forces and Corps have 4,992 more troops in this EPO, 4,342 free access and 650 internal promotion posts.

The Administration of Justice, for its part, is growing by 1,732 places, which are divided between the 940 new income and the 792 internal promotion. To this must be added the five new places for the General Council of the Judiciary.

Stabilisation Job Offer

On the other hand, the regular EPO is accompanied by the offer of stabilization of 10,636 places, of which 4,691 are from the State Administration and 5,945 from the Justice Administration.

With this, the Government complies with the commitment made to the European Union within the framework of the Recovery, Transformation and Resilience Plan and included in Law 20/2021, of 28 December, of urgent measures for the reduction of temporality in public employment. Under this rule, before 1 June all public administrations have to publish job vacancies resulting from the temporary employment stabilisation processes.

This Offer of Stabilization is the third and final stabilization process and completes the ones foreseen in 2017 and 2018, complying with the General Table’s Agreement on the Third Shock Plan to Reduce Temporality in Public Administrations, of July 5, 2021.

In addition to these two offers, the ordinary and the stabilisation offer, a further 18,149 places should be added corresponding to the regular and stabilisation replenishment rates already approved for companies and entities in the state institutional public sector following the coordination and monitoring process initiated on 23 February.

The Public Employment Offer by Sector

As data to be highlighted, 61.05% of public employment is devoted to social cohesion and services to citizenship, a green and sustainable economy and digital transformation and innovation. In addition, this year’s Job Offer includes 3,267 STEM places (science, technology, engineering and mathematics), which accounts for almost 20% of the free access offer.

New developments in the Public Employment Offer

The EPO Royal Decree for the year 2022 introduces new developments in selection, such as those regarding the possibility of convening joint selective tests over time, the selection bodies must have a sufficient number of persons to allow several courts for the same selective process, and the internal promotion will exempt the performance of tests whose concurrence has been short-lived and will encourage the performance of practical exercises and alternative responses.
