The BOE publishes the III Plan for Gender Equality in the State Administration and in its public bodies

The Official State Gazette published on 1 January the III Plan for Gender Equality in the General Administration of the State and its public bodies, which was approved by the Council of Ministers at its meeting on 9 December.

The Organic Law 3/2007 for the Effective Equality of Women and Men provides for the approval by the Government of a Plan for Equality in the General Administration of the State (AGE) and its Public Bodies. In compliance with this forecast, the Council of Ministers adopted the agreements of 28 January 2011, which approved the I Plan, and of 20 November 2015, which approved the II Plan.

With this III Plan, the real needs of AGE staff will be addressed with a global and comprehensive scope and their measures will serve as a reference for the design and implementation of equality plans in all organizations.

Its objectives are: to measure for improvement, cultural change, gender mainstreaming and early detection and comprehensive approach to especially vulnerable situations.

Unlike the previous plans, it includes cross-cutting measures so that the different ministerial departments and subsidiary bodies can develop specific measures based on their common criteria and actions.

The III Plan is composed of 6 Action Axes, which develop 68 measures. The axes are as follows:

  • Axis 1: Instrumental measures for organizational transformation
  • Axis 2: Awareness, Training and Training
  • Axis 3: Working conditions and personal development
  • Axis 4: Co-responsibility and Reconciliation of work, personal and family life
  • Axis 5: Violence against women
  • Axis 6: Intersectionality and situations of special protection

This Plan incorporates actions against different forms of inequality or discrimination by showing the innovative and advanced character of this Plan, including comparative diagnoses and also measures related to disability, all kinds of discrimination and attention to sexual diversity.

This Plan, in accordance with the provisions of the Organic Law, has been the subject of negotiation within the Technical Commission and Equal Opportunities and Treatment of Women and Men.

On 26 November 2020, the Commission agreed to raise its final text to the General Negotiating Bureau of the State Administration, and was formally approved by the General Negotiating Bureau at its meeting on 30 November 2020.
