The day “Threats and opportunities for the ageing of public employment” was held at the National Institute of Public Administration on 1 December.
This conference is part of the talent gathering plan of the Ministry of Territorial Policy and Public Service, conceived as a strategic and permanent action in time, in which much of its measures constitute guidelines and principles to be followed with the aim of incorporating new talent into the AGE.
Along with other measures being developed by the Ministry, such as the days to publicize public employment, the idea emerges of promoting a reform of the current recruitment and selection procedures in the public sector.
The programme includes ten virtual debates aimed at addressing, exposing and discussing various approaches and opinions on a subject related to selection in public employment.
The day “Threats and opportunities for the ageing of public employment” was about the challenge of planning the renewal of at least 50% of the staff of our organisations based on the waves of pensions that are happening over this decade.
At the table, five experts discussed how to manage this generational shift from the point of view of selection. The experts involved were:
- Mikel Gorriti, Head of Human Resources of the Basque Government, who addressed the conjunctural and structural realities that hinder generational change; its impact on the organizational design based on citizen demand as a condition to know what to replenish; new professional profiles and strategic selection and basic interventions to avoid decapitalization.
- Javier Cuenca, Professor in Political and Administrative Science. University of Valencia, who commented on her experience in this regard in the strategic plan of human resources of the Generalitat Valenciana.
- Cristina Ares, Professor of Political and Social Sciences. University of Santiago de Compostela, which proposed the interpretation of the templates as weakness or opportunity, as well as the expectations for a directive and the values of the public.
- Silvia Busquets, Head of Human Resources Assistance and Management Support for the Provincial Council of Barcelona, explained the pilot project of the action plan for the process of generational renewal in the municipalities of the province of Barcelona.
- Yolanda Martínez, Assistant Director-General of Planning of the General Directorate of the Public Service, closed the section on the issues raised by mass retirements at AGE and how the generational shift should be managed.
Following these presentations, a debate took place between the rapporteurs first and after questions from the public on the management of this generational shift in the public administrations.
