The Council of Ministers approved the Public Employment Offer (EPO) for 2020, totalling 20,658 places. These places are added to the 7,397 already approved (5,540 for State Security Forces and 1,857 for the Armed Forces), so that the total public employment offer of the State Administration by 2020 would amount to 28,055 places.

Seat planning
For the distribution of places, the methodology used for the first time last year was continued, based on a three-year planning and with a “base 0” philosophy, that is, based on current needs and anticipation of future needs.
Thus, the behavior of each body or scale in terms of places called since 2016 has been analyzed, analyzing the degree of execution of each offer, the requests presented in each of the selective processes, the coverage rate of the places called, the ratio of number of opponents and opponents per square. In addition, discussions have been held with all ministerial departments on the data submitted.
In its elaboration, the Recovery, Transformation and Resilience Plan has been taken into account, making an effort to integrate the public employment supply into the structural reform policies contemplated therein.
The supply of public employment 2020 is still governed by the PGE2018, so the replenishment rate is set at 100% in priority sectors and at 75% in the others.
Group distribution in the General Government of the State

- Group A2: 2,286 free access and 2,051 internal promotion
- Group C1: 3,060 free access and 3,721 internal promotion
- Group C2: 690 free access and 1,500 internal promotion
- Labour force Single Convention: 1.271 for free access and 1.096 for internal promotion
- Other staff: 216 free access and 37 internal promotion
The internal promotion places (8,996 places) represent the largest offer of this category in the history of the AGE.
The number of places reserved for disability is 1,255 between free time and internal promotion.
This is a public job offer that takes into account the ageing of the workforce, with an average age of 52 years, and the impact of new technologies on working methods.
To meet these challenges, a talent gathering plan is being worked on, as a strategic and permanent action over time, in which much of its measures are guidance and principles to follow to incorporate new talent into the AGE.
On the other hand, invitations to tender issued should be in line with the provisions of the Council of Ministers Agreement of 30 November 2018 approving the Instructions for updating the calls for selective testing of civil, statutory and labour, civil and military personnel in order to eliminate certain medical causes of exclusion from access to public employment. At the moment, in addition to being eliminated as causes of exclusion in access to celiac disease, psoriasis, diabetes and HIV, the disease catalogues in their entirety are being reviewed, in collaboration with the Ministries of Health, Presidency, Defence, Finance, Interior and the Ministry of Territorial Policy and Public Service.
