Expression of interest for the receipt of applications for the Directorate of the State Agency for Digital Administration

Interested persons may submit their applications until 3 December.

The Ministry for Digital Transformation and the Civil Service, through its Secretariat of State for Civil Service, publishes the expression of interest for the process of submitting nominations for the title of the Directorate of the State Agency for Digital Administration (AEAD).

Interested persons may submit their application until 3 December 2024, using this form.

According to the sections of the form, the application must contain:

(a) One curriculum vitae including academic qualifications, jobs, training activities carried out and any other information aimed at certifying compliance with professional requirements and competences.

(b) One justification in writing of the suitability of the candidate for the job to which he aspires, taking into account the requirement laid down in the statutes that the person in charge of the management of the Agency must be “a person of recognised prestige and experience in management positions”.

A maximum of two professional reference letters may be provided by the applicant to confirm the suitability declared by the applicant.

(c) Written reflecting the candidate’s vision of the Agency and setting out the main strategic lines of the body, including the vision of the Agency’s management contract.

(d) Written enabling the candidate to refer to present or past professional situations with the managerial skills listed in the job profile.

The profile of the person in charge of the Directorate of the State Agency of Digital Administration must meet among other characteristics: transformative leadership, in order to establish a clear strategic vision for the agency, as well as the achievement of its objectives; capacity for strategic project management; communication and interpersonal relations skills; adaptability and decision-making capacity; and commitment to public and ethical professional service.

The Directorate of the AEAD is the highest executive body and has the rank of Subsecretariat. The holder shall be appointed and dismissed by the Governing Council, on a proposal from the Presidency, held by the person holding the Secretariat of State for Civil Service.

The State Agency for Digital Administration was created in accordance with the provisions of the additional provision hundredth seventh of Law 22/2021, of December 28, of General State Budgets for the year 2022. On 5 November 2024, the Council of Ministers adopted the Royal Decree approving the Statute of the State Agency for Digital Administration, which transforms the current General Secretariat for Digital Administration into an Agency.

The new agency will provide common services and infrastructures, which will result in savings in the unit costs of ICT services in AGE, mainly in the recurring expenditure and investment chapters. In addition, this work will allow the different departmental ICT units to specialize and dedicate themselves exclusively to the needs of their respective users, increasing their efficiency and effectiveness.
