The Directorate General of the Civil Service has published the Statistical Bulletin of Personnel to the Service of Public Administrations (BEPSAP) with data updated as of January 2021, highlighting that 2,710,405 personnel work in the service of Public Administrations, an additional 111,924 compared to July 2020. The largest increase occurred among AACC staff, with an additional 87,294 personnel, owing to the staffing adjustments that the AACC had to make as a result of the COVID19 health emergency. It is followed by the Local Administration with an increase of 26,047. The State Public Sector, on the other hand, has reduced its strength by 1,417.
More than half of the staff (59.63%) serve in the public sector of the Autonomous Communities, followed by 21.39% in the public sector of the Local Government and 18.98% in the public sector of the State. One of the features that define public employment in Spain, in view of these data, is its decentralization, in line with the territorial organization of the State itself.
Data have also been provided on the evolution of staff in public administrations in the period 2011-2021. In this period, Health Institutions (15%) and Non-University Teaching (13%) are the areas that have increased most in this period, followed by Universities (5%) and the Justice Administration. (3%). The Autonomous Police Corps have remained stable. The rest of the Areas have experienced a decrease, from 2% for State Security Forces and Bodies to 22% for the case of State Administration.
The Statistical Bulletin of Personnel in the service of the Public Administrations analyses the status of personnel working for the Public Administrations (AAPP) from various perspectives, according to gender, age or territorial distribution, and also disaggregates according to these personnel are part of ministries, autonomous bodies or state agencies.
