The Official State Gazette of 29 January published two Resolutions of the General Secretariat of Civil Service concerning agreements reached within the General Negotiating Bureaux of the General Government of the State.

The first of these Resolutions approves and publishes the Agreement of the General Negotiating Bureaux of the State Administration of 16 December 2020, amending the Agreement of 30 May 2017, on the allocation of resources and rationalization of negotiation and participation structures.

This Agreement determines the structure of the areas of negotiation, participation and trade union representation, the number of members, and the distribution by trade union organizations of the General Negotiating Tables; the Delegated Bureaux of the General Negotiating Bureau of the General Administration of the State; the Joint Commission, within the scope of the Single Convention for the Work Force of the General Administration of the State and the Joint Agency.

In addition, in accordance with the provisions of the applicable legislation, the number of trade union delegates and delegates is extended to certain sections of the number of workers and the resources and guarantees of trade union organisations are determined taking into account their representativeness.

The second Resolution publishes the Agreement of the General Negotiating Bureau of the State Administration of November 30, 2020, on the procedure for the disciplinary regime of the labour force of the General Administration of the State abroad.

This latter agreement is preceded by the Agreement of 25 January 2008 of the General Negotiating Bureau of the AGE on working conditions for staff working abroad in the service of the AGE, which regulated the disciplinary regime applicable to this staff. In view of the case-law that has relapsed in this regard, it is necessary to draw up a new text setting out the disciplinary procedure applicable to this staff.
