The Secretary-General for Civil Service, Javier Rueda, chaired both meetings with the aim of knowing the experiences of each administration in the management of competences in the field of human resources.
This initiative is part of the Talent Recruitment Plan of the General Government of the State and, specifically, to the extent related to the analysis of current job profiles and the definition of emerging professional profiles.
At the meeting with the representatives of the French Directorate-General for Administration and Civil Service, the process of drawing up the post‑type catalogue of the French State Administration (Répertoire Interministériel des Métiers d’Etat, RIME) and the inter-administrative dictionary of competences (Dictionnaire interministériel des compétences métiers) was specifically addressed.
The RIME contains the homogeneous description of tasks and responsibilities of all types of posts linked to the functions of the French State Administration. In turn, the inter-administrative dictionary of competencies describes the competencies and knowledge required for the performance of standard positions.
The second meeting analyzed the work carried out by the General Administration of the Basque Country in the process of functional analysis of jobs, which allowed an adequate description of the tasks of the jobs, as well as their grouping into functional areas, which in turn integrate the jobs that perform tasks that require common knowledge and skills.
Both experiences constitute a valuable reference for the implementation of a human resources competency management model in the General State Administration, in line with the OECD Recommendation on Leadership and Civil Service Capacity, which proposes “to invest in public service capacities by identifying the competences and skills needed to transform the political vision into services that provide a concrete benefit to society”.
