INAP welcomes this series of discussions from tomorrow, in collaboration with the General Secretariat of Public Service, with the aim of involving all those directly involved in the selection policies of both the public, academic and social sectors.
These debates originate from the Talent Recruitment Plan being developed by the Ministry of Territorial Policy and Public Service, to attract more people to public employment in the face of the scenario of mass retirements affecting public administrations in the coming decades.
Along with other measures being developed by the Ministry to publicize public employment, the idea emerges of promoting a reform of the current recruitment and selection procedures in the public sector.
This reform must answer questions as to whether job vacancies respond to the real needs of public administration, or whether they facilitate or hinder the attractiveness of people aspiring to enter public service; how to deal with the massive retirement of people in public employment in the coming years; and what kind of talent must attract and recruit public administration, among other issues.
The programme includes ten virtual debates aimed at addressing, exposing and discussing various approaches and opinions on a subject related to selection in public employment.
The discussions will take place between 17 November 2020 and 16 March 2021 and will focus on selection planning; threats and opportunities of ageing public employment; capacity and merit: what kind of talent should attract and recruit the public administration; the selective process, opposition and selective course; and equality and transparency in selection processes.
As a follow-up to the discussions, expert workshops will also be held with a small group of professionals who will analyse and discuss specific aspects of selection in public employment in order to provide improvement solutions. INAP will promote study and research work.
The intervening panelists will be undersecretaries and undersecretaries of the Ministries, managers of different Departments and Agencies, former Directors and General Directors of Public Service, Directors and Directors of Public Service of the Autonomous Communities, Subdirectors and Subdirectorates-General of Human Resources; academics and associations and organizations that promote excellence in management.
In parallel to the debates, INAP has created a virtual community in INAP Social that is called to interact with the panels of the previous activity and to extend the participation of all types of people interested in public employment, beyond the space and time of its celebration. The community will have a dynamic person of INAP to incorporate information on the aforementioned panels or, in general, any other related to the selection of public employment, and thus to promote the participation of the people enrolled in it.
