- The call will maintain its national character, while deepening the collaboration between administrations guaranteeing equal opportunities in access to public employment
The Council of Ministers, on the proposal of the Ministries of Territorial Policy and Democratic Memory and for the Digital Transformation and Public Service, has authorized the signing of an agreement between the National Institute of Public Administration (INAP) and the autonomous communities of the Canary Islands, Castilla-La Mancha and Catalonia for the territorialized development of the selective processes derived from the extraordinary offer of local government officials with national qualification, provided for in RDL 20/2022.
This offer provides for a public call for 1,000 places for the National Qualifications Scale (secretaries, auditors and treasurers) to be distributed in proportion to the number of vacancies on that scale in each autonomous territory. The distribution is 584 places for auditors, 102 for secretaries and 314 for treasurers.
As announced by the Ministry for Digital Transformation and Public Service during the month of January, the autonomous communities that requested it could carry out in their territories, according to the INAP, the selection processes, access tests and the selective course of the candidates for officials of the local administration with national qualification, through a collaboration agreement with the General Administration of the State. The autonomous communities of the Canary Islands, Castilla-La Mancha and Catalonia have requested it.
The parties that signed this agreement will collaborate and cooperate to improve the territorialization of the selective processes that derive exclusively from the aforementioned legal authorization for the extraordinary offer through the following specific objectives:
- Equal opportunities in access to public employment.
- A selection model that guarantees greater social and territorial diversity in access to the Public Service.
- The attraction of territorial public talent for the effective functioning of public services, by facilitating the applicant to carry out the selective processes by limiting to the minimum indispensable displacements to improve participation rates.
The call maintains its national character while deepening the collaboration between the administrations with the objective of combining the state character of this scale of officials with the local character of their functions and with the principle of territorialization in the selection processes established by RDL 6/2023.
These career officials of the local administration play a decisive role in the proper functioning of the local administration, being those who perform, exclusively, the functions of public faith, mandatory legal advice, internal control and control of economic-financial and budgetary management, and accounting, treasury and collection in local entities.
