Madrid, December 19, 2024.- The Ministry for Digital Transformation and Public Service, through the Secretary of State for Public Service, has today brought together the General Negotiating Tables (that of all Public Administrations, on the one hand, and that of the General Administration of the State, on the other) to inform them of the retirement provisions relating to public employees.
In both meetings, chaired by the Secretary of State for Public Service, Clara Mapelli, the agreement signed this Wednesday with UGT Public Services and the Public Area of CCOO has been presented for the recovery of the right to partial retirement of public employees, a commitment included in the Agreement for an Administration of the 21st century, also signed in 2022 with the same unions.
In addition, the possibility of extending the threshold of forced retirement (currently 70 years) to those public employees who, voluntarily, want to continue working once the ordinary retirement age has been reached has been addressed, and progress has been made in modifying the permanent disability so that it does not involve the automatic retirement of those affected, who can remain in active service, provided that it is possible to adapt their jobs.
At the tables it has been agreed to push forward the corresponding regulatory reforms as quickly as possible, and to continue working on measures that, in a coherent way with these, promote the retention of talent and the intergenerational transmission of knowledge in public administrations.
The General Negotiating Committee of the General Administration of the State also presented the project of transformation of the human resources planning that throughout 2025 will develop the provisions of Royal Decree-Law 6/2023 and Order TDF/380/2024, of 26 April, on strategic planning of the human resources of the State Administration, and that has the functional area and the type of work as a central element. This project aims to move towards data-driven workforce planning that puts citizens and the delivery of public services at the center, linking process analysis with human resource needs planning. To this end, new technological developments will be carried out in 2025, working on a specific pilot plan of the functional area of attention to citizenship and on a new Public Employment Offer adjusted to the needs of the Administration.
On the other hand, the General Committee of Public Administrations has been constituted according to the latest results of the trade union elections.
The parties have convened to meet again in January and to continue presenting proposals that, through social dialogue, allow progress such as the fulfillment of the objective set in the Recovery, Transformation and Resilience Plan to reduce the temporality through the stabilization of 300,000 places, reached in December.
