Madrid, July 2, 2024.- The Council of Ministers has approved, on the proposal of the Ministry for Digital Transformation and Public Service, the Royal Decree of Public Employment Offer (OEP) corresponding to 2024 which, together with the royal decrees already approved, add a total of 40,146 places for the different departments of the General Administration of the State (AGE), National Police, Civil Guard and Armed Forces. All this offer includes both the provision of free shift access (27,360) and internal promotion (12,786) places and represents a fourth consecutive record in the series, in addition to tripling the average number of places in the period 2012-2017.
This year’s EPO in the AGE reaches 31,465 places, of which 20,840 are open access, which accelerates the recovery of public employment started in 2018 and reverses the gradual process of aging the workforce. In addition, it promotes the attraction of talent to the Administration and, in a commitment to the career and internal talent of the organization, this offer contemplates a total of 10,625 internal promotion places.
Another of the outstanding features of this offer is that it achieves the full inclusion of people with disabilities, strengthens employment in the local administration, decentralizes and territorializes processes and prioritizes attention to citizenship. In this regard, it is also the first EPO to reserve a 10% quota for people with disabilities (3,147 places, 629 for people with intellectual disabilities); it encourages qualified nationals with 501 new entry places and creates 8,440 free shift places (C1 and C2) to improve care for citizens. It also includes a historic offer in the Administration of Justice, with 2,520 free shift places.
The offer approved today is characterized by being aligned with the strategic sectors, the transition to the new human resources model, based on planning, and creating inclusive and cohesive employment. Thus, the largest number of places goes to priority sectors such as Analysis and Management of public policies, social cohesion and inclusive public employment, reform and modernization of justice, digital transformation, R+D+I, etc.
The Royal Offer Decree will create 9,102 net jobs, of which 4,940 will be additional places in priority sectors and another 4,162 more using planning instruments to provide new public services to citizens. Within this chapter are the 1,098 places for Social Security, Logistics Base Defense, AESIA, CNMC, Prado Museum and State Ports. In addition, the 11,738 casualties of 2023 will be covered with new employees.
The Public Employment Offer of 2024 is an offer to transition to a new human resources model in management-based planning. The Minister for Digital Transformation and Public Function, José Luis Escrivá, has indicated that the new model in which the Ministry is working will take into account the needs of the organization, will group human resources in functional areas and will be supported by technological solutions. This new model will be built based on medium-term scenarios, understanding human capital as an investment and with a structure of functional areas.
