Óscar López announces an ambitious reform of the Administration, focused on citizens and prepared for the digital challenge

The Minister for Digital Transformation and Public Service, Óscar López, has announced “a great reform of the Administration” focused on citizens and the improvement of the services they receive, and prepared for the digital challenge. In short, “a 21st century Administration as powerful as the challenges we face”.

The minister made these statements at the conference Transforming the State: the role of the administration in the 50 years of Spain in freedom, organized by the National Institute of Public Administration (INAP) and held at its headquarters in Madrid.

López believes that this ambitious reform, “which will not take long” to see the light, will be the result of consensus, will affect the professional career of public employees, in their specialization and training, and will modify the processes of access to the Public Service. “Spain is in a position to have the best public function in Europe”, said the minister, since “we have resources and a clear roadmap”.

According to Óscar López, there are other levers on which this modernization of the Administration is being built, such as the Civil Service Act, currently in the parliamentary process, and the project ‘Consensus for an Open Administration’, which designs the roadmap for transformation with an innovative and participative methodology.

The minister also recalled the commitment of the Government of Spain in the improvement of the collective through measures such as the call for more than 200,000 public places since 2018, the almost 12,000 MIR places this year, the stabilization of more than 332,000 public employment places or the health concert of MUFACE for the next three years.

The headline also wanted to highlight the rise in the salary of public employees by 14.9% since 2018, the decrease in the average age of the workforce, which currently stands at 50 years, or the reduction of the gender gap with a public workforce in which 60% are women. “But we still want to do more, much more. The Government of Spain wants a dynamic, digitalized, close and effective Public Function. A 21st century administration as powerful as the challenges we face,” said the minister.

In this sense, López has highlighted the dual role of his Ministry that has digital transformation and the experience of the General Administration of the State. “Hence the more than 6.5 billion euros of the Recovery, Transformation and Resilience Plan to digitize entities such as SEPE, to improve the cybersecurity of the State or to develop public services based on data.”

The day, which has been inaugurated by the Secretary of State for Public Function, Clara Mapelli, is framed in the celebrations of the 50 years of Spain in freedom and the Open Administration Week of 2025. “We are all defenders of the public. The challenges are there, a large part of them come from digitalization and this is the great priority. Parliament is not easy but the government has its intention of reform intact and we will carry out this great Law of modernization of the public administration hand in hand with all of you”, concluded Óscar López.
