Adoption of the Public Policy Assessment Act to promote a culture of assessment of State Administration measures

Yesterday, December 1, the Congress of Deputies definitively approved the Bill of Institutionalization of the Evaluation of Public Policies in the General Administration of the State, a norm with which it aims to promote a true culture of evaluation by establishing a systematization of the analysis of the various measures and policies implemented by the Executive.

The approval of this standard is one of the milestones included in the Recovery, Transformation and Resilience Plan, offering a comprehensive, transversal and participative approach to improve the effectiveness of public policies.

The government’s intention with this Law on Public Policy Assessment in the General State Administration is to strengthen the value of evaluating these policies, to promote a true culture of evaluation in the administration and to systematize ‘ex ante’ evaluations of public policies.

In this way, the aim of this rule is that the evaluation of public policies serves to make the allocation of resources more effective and to optimize the decision-making process; to promote innovation in public sector actions, aimed at modern and useful management to solve social problems and challenges; and to advance in the control of responsibilities and accountability.

The standard introduces a transversal, integral and participative approach to measuring the impact of public policies on citizenship. In this way, the capacities of the public policy assessment system in the General Government of the State are strengthened, providing the tools to analyze the impact of policies with a broader approach than the purely budgetary or expenditure related approach.

Thus, other variables will be taken into account, such as the gender perspective, intergenerational balance, the demographic challenge, digital transformation or social and environmental sustainability. Other variables, such as those relating to children, employment or social justice, have also been added to the parliamentary procedure.

The new rule provides for the creation of a body, the State Public Policy Evaluation Agency, to coordinate, monitor and promote the public system of evaluation and monitoring, support and guardianship of the ministerial departments.
