The Council of Ministers, at its meeting yesterday, approved the Bill on the Institutionalization of the Evaluation of Public Policies in the General Administration of the State, which aims to promote a true culture of evaluation, by establishing a systematization of the analysis of the policies implemented by the executive.
This rule was already approved by the Council of Minstros in the first round on 19 April and has passed all the public hearing procedures and will now be referred to the Congress of Deputies for parliamentary procedure. The approval of this standard is one of the milestones of Component 11 of the Transformation and Resilience Recovery Plan, relating to the strengthening of the public policy assessment system.
This Bill aims to strengthen the value of public policy assessments, advancing the process of institutionalization of the analysis of such policies, promoting a true culture of evaluation in the administration and systematizing ‘ex ante’ evaluations of public policies.
The standard introduces a transversal, integral and participative approach in public policy assessments and strengthens the capacities of the public policy assessment system in the General Government of the State, providing the tools to analyze the impact of public policies on citizenship, with a broader approach than the purely budgetary or expenditure related approach.
In this way, this bill aims to make evaluation work to make the allocation of resources more effective and to optimize the decision-making process; to boost innovation in public sector actions, aimed at modern management and useful to solve social problems and challenges. It is also intended that the evaluation of public policies allows for the control of responsibilities and accountability; and contributes to improving the situation of societal challenges such as combating depopulation and territorial cohesion, gender equality, environmental sustainability, among others.
