Approval of the Ministerial Orders governing new electronic registers

13/12/2021

In the BOE of 11 December, the Ministerial Orders regulating the new electronic registers have been published: the Electronic Register of Apoderations, the Register of Qualified Officials and the General Electronic Register.

The rules develop the Regulation for the performance and operation of the public sector by electronic means. The purpose of the Ministerial Orders is to establish the legal basis for the regulation of the three registers as their implementation will provide an impetus for e-government oriented towards greater efficiency in the organization and in the assistance to citizens, and relations with citizens will be strengthened by ensuring accessibility to services in an electronic way.

Law 39/2015, of 1 October, of the Common Administrative Procedure of the Public Administrations, provides in its articles the creation of the Electronic Register of Apodereirs (REA), the Register of Qualified Officials (RFH) and the General Electronic Register (REG), later regulated by the Regulation of Performance and Functioning of the Public Sector by electronic means 203,

In order to develop them, the General Directorate of Public Governance (DGGP) and the General Secretariat of Digital Administration (SGAD) have prepared these Ministerial Orders, with co-proposers being the Ministry of Finance and Public Service and the Ministry of Economic Affairs and Digital Transformation.

Each of the orders sets out the detailed regulation of one of the registers, consult the ministerial orders, the novelties and the information leaflet. here.
