Evaluation of public policies

Law 27/2022, of December 20, on the institutionalization of the evaluation of public policies in the General Administration of the State.

The 27/2022, of December 20, of institutionalization of the evaluation of public policies in the General Administration of the State, aims to structure the public system of evaluation of public policies in the General Administration of the State in order to institutionalize the evaluation as a tool of collective and organizational learning, improve the public service, serve to the accountability and transparency, which contributes to the effectiveness and efficiency of the public action and to its subsequent implementation.

This law promotes the culture of evaluation and the practice of evaluation with a transversal, integral and participative approach as a tool to assess the real impact of public policies.

Assessing means appreciating, analysing, assessing and judging public intervention in order to improve its quality.

What is the evaluation of public policies?

The evaluation of public policies is a systematic and reasoned process of generating knowledge, based on the collection, analysis and interpretation of information, aimed at the global compression of a public intervention - whether this is a policy, plan, program or standard - to achieve an evaluative judgment, based on evidence, with respect to its design, implementation and effects (results and impacts).

What is the use of public policy assessment?

  • It promotes transparency and accountability to citizens, and contributes to improving democratic quality.
  • It's an evidence-based decision-making tool.
  • It promotes effectiveness and efficiency in public action, promoting a greater rationality of public expenditure.
  • It is a learning tool and contributes to improving the strategic and operational dimension of public action.
  • Promotes participation in public action.

What can be assessed?

Public actions can be assessed in whatever form: policy, plan, programme or measure.

The evaluation is based on the design, implementation and effects (results and impacts) of public actions.

What is the Institute for Public Policy Assessment (IEPP)?

Royal Decree 507/2021, of 10 July, restructuring the ministerial departments and Royal Decree 682/2021, of 3 August, developing the basic organic structure of the Ministry of Finance and Public Service and amending Royal Decree 139/2020, of 28 January, establishing the basic organic structure of the ministerial departments, provides that the Institute for the Evaluation of Public Policies is attached to the Ministry of Finance and Civil Service through the Secretariat of State for Civil Service, with an organic level of Sub-directorate General (Article 14.6).

It is for the Institute to develop within the General Administration of the State and its public bodies:

  • The evaluation of public policies and of the plans and programmes to be evaluated, in coordination with the ministerial departments.
  • Promoting a culture of evaluation of public policies.
  • Formulation and dissemination of evaluation methodologies.
  • Promoting the training of public employees in this area, in coordination with the National Institute of Public Administration,
  • The instrumental support needed to carry out the analyses that require the modernization or planning processes that are driven by the State Secretariat of Territorial Policy and Public Service.

  • training in the evaluation of public policies.
  • The development of technical documents and methodologies on public policy assessment.
  • It participates in various bodies, organizations and forums related to public policy assessment.
