Open and permanent transfer competition for the provision of jobs for labour personnel within the scope of the IV Single Convention of the General State Administration

Addendum of the first phase of 2025 of the open and permanent contest of transfers for the provision of jobs of labor personnel in the scope of the IV Single Convention - Date of publication: 29 January 2025

INFORMATION NOTE - Publication 29 de January de 2025

We report that the first phase of 2025 of the open and permanent contest of transfers for the provision of posts of the IV Single Convention for the labor personnel of the General Administration of the State has been opened. From the next working day of the publication, requests for participation may be made.

We recall that applications with generic petitions are valid during the current calendar year (2025) and expire with the publication of the resolution of allocation of jobs of the last phase convened in the same calendar year, or, where appropriate, with the allocation of a position to the worker. Therefore, applications with generic requests that are submitted in the different phases of the year 2025, as long as they are not awarded, remain in force, although for operational reasons they are transferred from one phase to another with a different number. We recommend that people who have made requests with generic requests in the previous phases of 2025 check if their request is still valid and, if they do not want to keep it, desist from it, to formulate, where appropriate, a new one according to their current preferences.

***IMPORTANT***: The people who participate in this phase of CAP must take into account that currently the ministerial departments are in a transitional period of restructuring, so the positions offered may vary their unit, management center and/or Ministry of secondment as the development of the organic structures is implemented. Therefore, the posts can appear in the Annex of posts published with an organizational unit and the organizational unit will vary throughout the processing of this phase of the CAP and even once the post has been awarded.

Informative document of qualifications and specialties

With regard to the salary supplements included in the posts convened, the content of paragraphs 1 to 4 of the Seventh Transitional Provision of the Fourth Single Collective Agreement is recalled. Provisions on complements:

1. The unique A3 post supplements allocated to occupied jobs in professional groups 4 and 5 of the Third Single Agreement will no longer be received because their amount is included in the basic salary established in the salary tables included in Annex II with effect from 1 January 2019.

2. The unique A2 post supplements allocated to occupied posts in professional group 3 of the Third Single Convention shall continue to be received while the post is occupied and shall be abolished when the post becomes vacant.

3. The unique A2 and A3 post supplements allocated to occupied posts not covered by the preceding subparagraphs shall continue to be received while the post is occupied and shall be abolished when the post becomes vacant.

4. The unique AR2, AR3, A/language, B (direct care to the public) and C (handling of public funds) post supplements allocated to occupied posts will continue to be received while the post is occupied and will be abolished when the post becomes vacant.

Annex of merits - Publication February 26, 2025

From February 27 to March 5, 2025, both included, participating workers can access their annex of merits in the FUNCTIONS Portal and request the corrections they consider appropriate to their Personnel Units through email. Those who prove not to be able to access through the FUNCTION Portal may contact their Personnel Units to request the Annex.
