The Government approves the Public Employment Offer for 2025 with record new entry places

The offer reaches 36,600 places in the General State Administration, National Police, Civil Guard and Armed Forces

For the fifth consecutive year, the places of new entry hit a record, with 27,697, generating net employment

This EPO focuses on the care of citizens, with 8,851 seats in bodies and scales to strengthen the offices of assistance in the field of records and the offices of processing and benefits

The Council of Ministers has approved, on the proposal of the Ministry for Digital Transformation and Public Service, the Royal Decree on Public Employment Offer (OEP) for 2025, which brings to 36,588 the total supply of jobs in the public sector of the State, including places offered in the National Police, Civil Guard and Armed Forces. For the fifth year in a row, a record of 27,697 new entry places are beaten, while 8,891 places will be promoted internally.

“We deliver on our commitments to Europe and citizenship by executing an increasingly effective, accurate and inclusive selection of public talent. The progressive government has a clear, ambitious and differentiated public project. A model that in seven years has broken the dynamics of abandonment and cuts that led the PP until 2018”, said the Minister for Digital Transformation and Public Service, Óscar López, at the press conference following the Council meeting.

The RD of offer in the General Administration of the State (AGE) continues to bet on the progressive and sustainable recovery of public employment, strengthens the functional area of attention to citizenship and advances in territorial and social cohesion.

The offer in the AGE reaches 26,889 places of civil servant and labour staff (20,324 in free time and 6,565 in internal promotion) and represents the creation of 5,400 net jobs. It thus deepens the change of trend achieved in 2021 maintaining an influx of new revenues into the system above the loss of troops. For three consecutive years there has been a generation of net employment, which has slowed down and reversed the ageing process of the workforce.

“Between 2012 and 2017, the conservative government offered an average of 10,566 places per year, generating a mismatch of public talent that weighed for years on an aging administration in the process of mass retirement. The management difference is radical: between 2018 and 2025, the progressive government has convened 32,522 places per year,” added Óscar López.

In recent years, the average age of the public employee has fallen by two years, going from 51 to 49 years of age today thanks to the record additions: in 2024 the highs doubled to the lows, with a net growth of 9,000 troops.

Another measure that is impacting on this recovery of public employment is the streamlining of selective processes. 93% of the 2024 EPO processes have been published in 2024 and the vast majority of the processes carry out the opposition phase in less than a year.

Reinforcement in attention to citizenship

The second of the axes on which the offer is built is the reinforcement of the allocation of places to bodies and scales of the subgroups of officials C1 and C2, those closely linked to the attention to citizenship. Of the total number of places for civil servants in the AGE (13,400), 64% belong to these subgroups, six points above last year’s offer. This is the first time that the EPO has focused on citizenship care and benefit processing services to ensure agile, direct, quality and inclusive care.

These 8,851 positions will strengthen registry assistance offices and processing and benefit offices in such centres as: Public Service of State Employment (SEPE), Social Security, General Directorate of Traffic (DGT), Immigration Offices, Territorial Administration of Justice, Land Registry, Tax Agency, Offices of National Identity Card Issuance, Certification of Educational Titles, Libraries, Archives and State Museums and Maritime Captaincies. “The main novelty of this offer of public employment is that we focus on the services of attention to citizenship. Because we are clearly committed to direct, close, agile and effective public services,” he said.

Territorial and social cohesion

As already happened in 2024, the EPO 2025 reserves 10% of the places for people with disabilities, in total 2,610 places, of which 538 will be for people with intellectual disabilities. The incorporation each year of these personnel continues to contribute to a more diverse and inclusive Administration, which promotes labour integration and professional development without barriers and which thus better serves citizenship.

In the last year, not only has the pace of incorporation of persons with disabilities increased, but the resources devoted to their labour integration have been improved, with the establishment of the Inclusion Units in the ministerial departments, whose capacities will be strengthened throughout 2025.

Likewise, this offer takes another step in the territorialization of the squares, to better reflect the presence of the State Administration throughout the territory. The calls may specify the territorial distribution of the places and an indicative forecast of the provinces in which destinations will be offered. The objective is that the people aspiring to the selective processes have information on whether there is provision for vacancies in the different provinces, and thus attract talent from the whole territory.

“Hence the value of this Royal Decree, because we inject new sap into the State to give it the strength, proximity and capabilities required by the social, economic and historical moment,” the minister concluded.
