Draft IV Open Government Plan is subject to public consultation

Today, the draft of the IV Open Government Plan, whose consultation process is open until 16 October, has been published in the Transparency Portal. The final plan will be submitted for approval by the Open Government Forum on 29 October.

The plan, which is the result of a participatory and consensual process between the administration and civil society, has been drawn up taking into account the 130 citizens’ demands received in 2019 following deliberative workshops involving civil society and public administrations.

In June 2020, four other workshops were held, with the aim of discussing and prioritizing 130 citizens’ contributions. For the first time, public administrations and civil society organisations were able to take the same number of votes to assess and set their priorities.

In September 2020, three new workshops were held in which the General Government of the State and also the Autonomous Communities and Cities and the EMFF presented to civil society proposals for commitments in terms of transparency, accountability, integrity, participation and awareness.

Civil society organisations also had the opportunity to comment on proposals from ministries, initiatives from the autonomous communities and the Spanish Federation of Municipalities and Provinces (FEMP).

On the part of civil society, representatives of Transparency International, Acces-Info, Fundación Hay Derecho, Civio, Spanish Archives of the Public Service, Platform of the third sector, Council of consumers and users and professors and professors of various Spanish universities have participated.

On the part of the State Administration, representatives of the various ministries, the Office of Conflicts of Interest, the Council for Transparency and Good Government, the Centre for Political and Constitutional Studies and the National Institute of Public Administration have been rapporteurs. All Autonomous Communities and Cities and the EMFF have also participated

Finally, representatives of the Open Government Partnership were invited to the meetings.

The Plan is the result of a planned overall strategy for 4 years, rather than the two years of the previous plans. This was agreed within the Open Government Forum, on the understanding that only a four-year plan could accommodate more ambitious commitments.

In addition, the Plan includes, for the first time, commitments from all Spanish public administrations and not just from the General Government of the State. This will allow us to offer a global view of the reality of the Open Government in Spain.

It contains 10 commitments. The first 9, whose implementation is the responsibility of the General Government of the State, are structured around four main objectives of Open Government: Transparency and accountability; participation; integrity; awareness and training.
