The Secretary of State for Territorial Policy and Civil Service, Francisco Hernández Spínola, accompanied by the Secretary-General for Civil Service, Javier Rueda, and the Director-General of the Civil Service, Isabel Borrel, today chaired the meeting of the Higher Staff Commission, with telematics assistance from the Secretaries of all the ministerial departments.
The Senior Staff Commission, the senior staff policy body of the General State Administration (AGE), is the main forum for the exchange of information on Civil Service matters.
The Secretary of State for Territorial Policy and Civil Service has reported on the development of various initiatives, such as the forthcoming drafting of the Civil Service Act of the AGE or the imminent approval of the reform of the recast text of the Basic Statute for the Public Employee with the aim of regulating and boosting teleworking in public administrations.
It has also reported on the work on the reform of the basic rule on temporality, in order to provide greater legal certainty in the regulation of the status of interim civil servants, introducing measures limiting the abuse of temporality.
In addition, the Under-Secretaries have also been informed that, as announced by the Minister for Territorial Policy and Civil Service, one objective of the Ministry is the approval of the Public Employment Offer of the year 2020, with the aim of continuing to incorporate personnel to cope with the functions entrusted to each ministerial department and to maintain quality in the provision of public services.
Finally, the report and follow-up of the actions adopted in relation to the epidemiological crisis by Covid-19 has been presented and the state of development of the regulation of Law 19/2013, of transparency, access to public information and good governance has been reported.
