During the 8th, 9th and 11th of September, the Ministry of Territorial Policy and Public Service has organized deliberative workshops for the elaboration of the IV Plan of Open Government in which the General Administration of the State, the Autonomous Communities and the Spanish Federation of Municipalities and Provinces have participated together with civil society organizations.
In these workshops, the Administration has sought to respond to the demands expressed by the citizens in the prior consultation process that took place in 2019 and to incorporate into the new plan those initiatives considered as priorities in the previous workshops held in June.
The AGE proposals were as follows:
-Transparency and accountability: Reform of the regulatory framework for transparency, including the regulatory development of the current law, the reform of this law and the implementation of a Plan to improve and strengthen transparency.
-Public integrity: Improvement of preventive systems for public integrity, regulation of lobbies, amendment of the Incompatibilities Law for Staff at the Service of Public Administrations and reinforcement of integrity in specific areas such as artificial intelligence. Another commitment concerns the protection of whistleblowers, by transposing the Directive on the protection of persons reporting infringements of EU law.
-Participation: Plan to improve citizen participation in public affairs and the implementation of the so-called regulatory footprint, which will allow to know the traceability of the regulatory process and facilitate citizen participation.
-Sensitisation and formation: Open government education and training, communication and establishment of an Open Government Observatory
In addition, autonomous communities and autonomous cities have put forward proposals to advance the values of transparency and accountability, participation, collaboration and public integrity. The Spanish Federation of Municipalities and Provinces will contribute to the IV Open Government Plan through the development of a Plan to Consolidate and Boost the Network of Local Entities for Transparency.
From the discussion of these proposals, a draft of the IV Open Government Plan will emerge, which will be submitted to public information in the coming weeks, with the aim of having the IV Plan approved by the Open Government Forum in October.
