Today the General Negotiating Bureau of the Public Administrations met, representing, in addition to the public administrations, the most representative trade union organisations and an agreement with CCOO, UGT and CSIF has been adopted for the introduction of a new article in the TREBEP on teleworking.
The agreement, which also applies to staff working in the service of public administrations, consists of the introduction of a new Article 47a in the Consolidated Text of the Basic Staff Regulations of the Public Employee to define telework and to establish the procedure for its regulation and the assessment of its compliance. Under this new regulation, telework must be expressly authorised, it will be compatible with face-to-face activity with the aim of guaranteeing the citizens the provision of services and it will be voluntary and reversible. In addition, the Administration will provide the necessary technological means for its activity and guarantees the right of public employees and employees to digital disconnection.
This legislative amendment, which has been discussed with the civil servants of the Autonomous Communities, of the Cities with Statute of Autonomy of Ceuta and Melilla and of the EMFF at the Sectoral Conference of Public Administration, is of a basic nature and must be approved by means of Royal Decree-Law in the Council of Ministers. Each competent administration will develop this mode of work through collective bargaining within its respective scope.
