Madrid, December 10, 2024.- The Government, on the proposal of the Ministry for Digital Transformation and Public Function, has approved at the meeting of the Council of Ministers on Tuesday a Royal Decree establishing the Organizing Committee of the IX Global Summit of the Alliance for Open Government (OGP) to be held in Vitoria-Gasteiz between 7 and 9 October 2025. This committee will be responsible for the approval and supervision of the programme of activities of the Summit, as well as the coordination and support of actions for the proper development of its activities.
Spain was unanimously elected to co-chair the OGP Steering Committee, together with Cielo Magno (national coordinator of the Philippine organization Bantay Kita, representing civil society). The Government of Spain assumed this co-presidency from 1 October 2024 to 30 September 2025.
Among the tasks of the presidency is to promote the Alliance’s Strategy 2023-2028 and organize the celebration of the IX Global Summit of the Alliance for Open Government in the autumn of 2025 in the city of Vitoria-Gasteiz. This summit is the main international forum between representatives of public administrations and civil society to discuss open government issues.
The Open Government Alliance (OGP), launched in 2011 during the United Nations General Assembly, was promoted by US President Barack Obama and seeks to consolidate the principles of transparency, integrity, accountability and stakeholder participation in support of democracy and inclusive development, as set out in the OECD Council Recommendation on Open Government.
The OGP currently includes 76 countries, 104 regional and local governments and hundreds of civil society organisations, representing more than 2 billion people.
The Organizing Committee is configured as an interministerial collegiate body of the General Administration of the State in which other territorial administrations involved in the event participate, and representatives of civil society.
It will be chaired by the head of the Ministry for Digital Transformation and the vice-presidencies will fall to the Secretary of State for Public Service and to the person who exercises the second vice-presidency of the Open Government Forum (civil society). The members will be the holders of: the Mayor’s Office of Vitoria-Gasteiz, Secretary of State for Justice, Secretary of State for Relations with the Courts and Constitutional Affairs, Secretary of State for Budgets and Expenses, Secretary of State for Security, Secretary of State for Territorial Policy, Secretary of State for Culture, Secretary of State for Social Rights, Secretary of State for Digitization and Artificial Intelligence, Government Delegation in the Autonomous Community of the Basque Country, Basque Good Governance Department.
