New Ministerial Order regulating the assessment of the general merits of local administration staff with national qualifications.

Order TFP/153/2021, of 16 February, regulating the valuation of the general merits of local administrative staff with national qualification (BOE 47, of 24 February 2021) assumes the development of Royal Decree 128/2018, of 16 March, regulating the legal regime of Local Administration officials with qualification of a national order, repealing August 1994

This Order ends the update of the legal framework of these personnel, initiated with the Law 27/2013, of December 27, on the rationalization and sustainability of the Local Administration, with the aim of guaranteeing professionalism and effectiveness in the performance of the reserved functions, which are mandatory and necessary in all local entities.

It updates the ranking of general merits, mandatory valuation in competitions and access to a higher category within the same subscale, as well as the requirements for its accreditation.

Accreditation and registration of general merits shall be carried out by the Directorate General of the Civil Service, either ex officio or at the request of a party, on request made by the persons concerned by electronic means.

This Order shall enter into force in six months, on 24 August 2021, in order to finalise the computer adaptations necessary for the implementation of the forecasts in the Integrated Registry and in electronic headquarters.
