On February 21, the Official State Gazette published the Resolution of the State Secretariat for Territorial Policy and Civil Service appointing career officials of the Higher Corps of Information Systems and Technologies of the General Government of the State.

The employees and public employees who are part of this Corps carry out project management tasks related to the development and operation of ICT in the service of e-government, as well as analysis and development of public and regulatory policies on digitisation.

In particular, its functions relate to communications from the State Administration and the direction of IT projects. Among other tasks, this involves the following:

· Planning projects and estimating the resources needed.

· Perform quality control tasks.

· Develop information and communications systems plans.

· Directing Data Processing Centers.

· Develop technical specifications for the procurement of goods and services.

· Advise and inform on the rules affecting new technologies.

For admission to this Body, an engineer, architect, bachelor's degree or degree is required, although given the composition of the subject, the most common branches of knowledge will be computer engineering or telecommunications.

The selective process for entry into this Body consists of 4 exercises all mandatory and eliminatory:

The first exercise consists of answering in writing a questionnaire of 130 questions divided into 2 parts. The first part shall consist of a maximum of 100 questions relating to the specific subjects listed in the programme block and the second part shall consist of a maximum of 30 questions relating to the general subjects.

The second exercise, in English, will consist of an oral and written comprehension test.

The third exercise shall consist of the written resolution, for a maximum period of four hours, of a practical case.

The fourth exercise will consist of developing in writing a general subject, to be chosen between two proposed by the Court, relating to the subjects of block “A. General Themes” of the program, which will be developed, in general, in electronic format.

After the end of the opposition phase, a selective course is initiated at the National Institute of Public Administration, of an eminently practical nature, with the participation of experts from the Public Administration, universities and the private sector.
