The National Plan of Digital Competencies is one of the central plans of the Spanish Digital Agenda 2025, together with the Plan of Digitization of SMEs and the Plan of Digitalization of Public Administrations. The three plans will have a public investment of more than EUR 11 billion over the next three years with the aim of boosting the reforms and transformations necessary to advance the digitisation process in Spain.
This Plan develops components 19, 20 and 21 of the Recovery, Transformation and Resilience Plan and aims to achieve a level of digital training among Spanish citizens that is up to the challenge of the digitization process.
It consists of seven lines of action:
- Digital empowerment of citizens with special emphasis on groups at risk of digital exclusion
- Tackling the digital gender gap
- Digitisation of education and the development of digital skills for learning
- Training in digital skills throughout working life for unemployed and employed persons in the private sector.
- Training in digital skills for public employment.
- Developing digital skills for SMEs.
- The promotion of ICT specialists (both vocational and university graduates).
In the field of public employment, line 5, which provides for the establishment of a Digital Training Programme for Public Administrations, the deployment by the Ministry of Territorial Policy and Civil Service of a plan for the renewal of digital profiles of public personnel and a recruitment model in selective processes that takes into account the competences related to digital training, both in general and specific subjects, is noteworthy.
