The State Agency for the Evaluation of Public Policies and Quality of Services (AEVAL) carries out an institutional activity that aims to improve the quality, effectiveness and efficiency of government action and accountability to citizens, belonging to any democratic society. Along these lines, evaluation is an essential tool for understanding the results and effects of public interventions.
Together with AEVAL, the bodies responsible for quality in the different Spanish public administrations are convinced that it is advisable to consolidate a public evaluation system. This system should be based on the learning of the people and institutions involved in quality from the experience and knowledge already generated from the different administrations.
In this document, which has been prepared by AEVAL and to which the members of the Inter-Administrative Quality Network have contributed their ideas and experiences, a sample of this commitment to evaluation is collected. Members of the Network are convinced that the provision of services in the public sector must be carried out with due guarantees of quality and that, in each act of service provision, citizens value the effectiveness of public institutions and the quality of their democracy. That is why the Inter-Administrative Network wants to make it clear that the partnership for quality is sound. On this occasion, we present a “Guide for the Evaluation of the Quality of Public Services” that proposes a general methodology that can be applied to a plurality of such services regardless of the administration responsible for their provision.
