Collective bargaining is a fundamental pillar of the labor relations system in Spain, as it allows the regulation of working conditions in a consensual way between Administration and public staff, contributing to labor stability and social welfare.
The right to collective bargaining in Spain is reflected in Article 37 of the Spanish Constitution.
Collective Bargaining
Collective bargaining takes place at the negotiating tables, physical or virtual space where representatives of the workers and the company (Administration) meet to discuss and negotiate working conditions, wages, benefits and any other aspect related to the collective work contract. In the AGE there are different Negotiating Tables depending on the group affected by it.
In the case of workers in the Single Convention, negotiation takes place through the Joint Committee and the Negotiating Committee.
Collective Negotiation of the General Administration of the State
- General Bureau for the Negotiation of Official Staff (MGNAGE, Art. 34.1 Trebep)
- General Negotiating Bureau for Staff Officers, Staff Regulations and Labour (MGNAGE, Art. 36.3 TREBEP)
- Negotiation of labour force IV Single Convention (Joint Committee and Negotiating Committee)

Collective Negotiation of Public Administrations

AGREEMENTS
Following negotiations between the trade unions and the administration, in most cases different agreements are reached. Depending on the scope of the Negotiating Bureau or Commission that has carried out them, they affect the staff of the General Government of the State (AGE) or that of all the public administrations. Among those concerned with AGE, they may refer only to civil servants, staff members, staff members, staff members and staff members of the Single Convention.
